City of East Moline Committee of the Whole met Aug. 4.

ROLL CALL
Mayor Reggie Freeman called the meeting to order and directed City Clerk Wanda Roberts-Bontz to call the roll. The following Alderpersons were present: Olivia Dorothy, Jeff Deppe, Larry Jones, Adam Guthrie, Rhea Oakes, and Lynn Segura. Absent: Jose Rico. 6:51 p.m.

Rock Island County E-Citation Intergovernmental Agreement (Jeff Ramsey, Chief of Police)
The Rock Island County Circuit Clerk's Office is moving to electronic citations(e-citations) for traffic violations in the county. As part of this, all law enforcement agencies in the county will be transitioning to e-citations with software and hardware devices installed in squad cars as well as some department computers. The Circuit Clerks Office is covering the cost of the software and equipment implementation along with the ongoing cost of the software moving forward. This is being covered through a grant along with funds from the e-citation program through the Circuit Clerk's Office. The Rock Island County Emergency Telephone System Board (ETSB) will also be providing funding for the interface to the Records Management System. The law enforcement agencies costs will be minimal and will be for on going costs of printing paper, printer replacement/maintenance if needed, and installation fees if applicable. The cost of the printing paper is anticipated to be less than the current carbon copy citations being purchased and there will be spare printers received as part of the implementation. Printers also have a life expectancy of 8-10 years, so the overall on-going cost is expected to be minimal. The company for this e-citation program being utilized is called "Quicket".
Attached is an Intergovernmental Agreement for the Rock Island County e-citation program being implemented. I am seeking approval through the city council to be a signatory on this agreement for the East Moline Police Department.
RECOMMENDATION/REQUESTED ACTION: Approval
A motion was made by Alderperson Segura, seconded by Alderperson Guthrie, to concur with the recommendation as presented. Upon the roll call, the following voted in favor: Jones, Guthrie, Oakes, Segura, Dorothy, and Deppe. Motion carried.

A motion was made by Alderperson Oakes, seconded by Alderperson Guthrie to adjourn the Committee-of-the-Whole meeting. A voice vote was taken. Motion carried. 6:53 p.m.
